The gamblers thought it was an empty threat. Politicians talked about the casinos, of course, as sure as they talked about corruption and alcoholism. It didn't mean that vice was going anywhere.

NEW YORK----Fitch Ratings has affirmed the foreign currency Issuer Default Rating of Petroleo Brasileiro S.A. at 'BBB'. Fitch has also affirmed the local currency IDR at 'BBB+' and the national long-term rating at 'AAA'.
