New chief judge to renovate federal courthouse

When Gerald Rosen is sworn in next week as chief judge of U.S. District Court for eastern Michigan, he'll inherit the difficult task of figuring out how to renovate Detroit's 74-year-old federal courthouse in tough economic times.
