Licensing mandatory for all saltwater anglers

When the Magnuson-Stevens Fishery Conservation and Management Act was reauthorized three years ago, one of the chief components of the U.S. fisheries management bill was to closely monitor and collect data on saltwater recreational fishing, from the number of striped bass to the anglers reeling them in.
