Scotts Valley expected to carry out proposed foam ban

Scotts Valley leaders are ready to make a law that prohibits the use of polystyrene cups and boxes after a six-month grace period that allowed business owners to exhaust their foam inventory and stock up on biodegradable, recyclable food containers -- more expensive but gentler on the environment.
