After months of deliberation the Village of Millbrook Board of Trustees had finally committed to the Thorne proposal by signing the Downings' letter of intent. Though the letter is not a binding contract, it represents a leap of faith by the board in officially pledging their allegiance to the plan.

The Swiss National Bank surprised markets with a 100 bps reduction in its benchmark interest rate as the economic growth outlook for the country worsened. The export driven economy saw demand for its goods fall 4.6% in September and with the credit crisis reaching heightened levels in October global demand is expected to fall further.

The financial markets are clearly holding their breath in expectation of a rate cut by the Reserve bank of India soon. Interest-rate swaps sank to their lowest rate since 2004, dropping 84 basis points this week by Friday. Interest-rate swaps compare a fixed rate of interest to a future stream of payments using a floating rate.
