BOULDER, Colo. — Heavy rainfall in recent months has allowed cities in Boulder County to cut back on the water used to maintain city parks, golf courses and other green spaces.
There was a time when lawns were only for the wealthy. Picture a manor or estate surrounded by swaths of green. Before lawn mowers were invented, these carpets of greenery had to be mowed laboriously by men with scythes. Only upper class people could afford them. Average folks used their precious land to grow food, herbs for medicines and flowers, a style known as a cottage garden.
