Apartments scrambling to find renters

Owners of apartments across the Valley and across the country are feeling the effects of the recession and scrambling to get units rented. The national apartment vacancy rate is 7.5 percent, the highest in 20 years, and just short of the record 7.8 percent set in 1986.
