State Rep. Rick Mirabito, D-Williamsport, Thursday ripped Republicans for proposing to use a chain saw to cut programs as a means of solving the budget impasse. "The Senate bill had one tool, which was a chain saw. With revenues dropping by $1 billion since February, their chain saw is no longer effective," he said.
